This is a Pre-Solicitation Notice for Program and Mission Support Services in support of the Federal Emergency Management Agency's National Continuity Programs (NCP) Directorate. This notice is issued under the authority of Federal Acquisition Regulation (FAR) Subpart 5.201.

FEMA intends to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the professional services outlined below. It is anticipated that the IDIQ will allow for both Firm Fixed P and Time and Materials type Task Orders. FEMA intends to establish at least three IDIQ contracts. At least one of those three awards will be reserved for a small business.

The period of performance is expected to be a base period of one (1) year base period plus four (4) one year option periods.

The applicable North American Industrial Classification System (NAICS) Code for this requirement is 541990; the applicable size standard is $7.0 million.

The work required under this contract is expected to include professional and mission support services in the following areas: Administrative Support; Test, Training and Exercise Programs; Software, Systems, and Telecommunications Engineering and Support; Audit Support; Financial and Internal Controls; Property Management Support; OMB 300 Support; Acquisition Support; Outreach Support; and Professional Support/Subject Matter Expertise.

Prospective offerors must be actively registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Firms can register at http://www.ccr.gov. Interested offerors are also required to submit their Online Representations and Certifications Application (ORCA) online at http://orca.bpn.gov.

This Pre-solicitation Notice does not constitute a Request for Proposal (RFP), nor does its issuance restrict FEMA's acquisition approach in any manner. The Federal Emergency Management Agency (FEMA) intends to release an RFP for the aforementioned services on or about December 9, 2011. The solicitation will be available via internet at http://www.fedbizopps.gov.

A Request For Information (RFI) HSFE50-12-I-0012 was published on FedBizOpps today requesting capabilities statements from Small Businessesthat can provide, in whole or in part, the services listed in the Draft Statement of Work.  The purpose of the RFI is to help FEMA to determine which tasks within the Statement of Work may be set aside for small businesses.  Please see the above referenced RFI for additional details.

Q.  Are there any small businesses currently supporting the First Responder Partnership Initiative (FRPI) in any way, and can you provide their names?

A.  FEMA does not currently have any small businesses working on the First Responder Partnership Initiative (RFPI).

If hand carrying proposals to the MWEOC Visitor Building 911, you will be met by one of the contracting staff at the Visitor Center to receive your proposal.  Individuals from the contracting staff will be present at Building 911 until 2:00 pm on 3/28/2012 to receive proposals, but if you have questions, please feel free to call one of the following individuals in advance to coordinate delivery: Dan Carroll (540-542-2304), Kristina Morris (540-542-2530), or Kristin Wright (540-542-5284).  Proposals cannot be left with the guards at the Visitor Center in Building 911.

Four multiple award, Indefinite Quantity, Indefinite Delivery contracts were awarded with a minimum of $50,000 each, and the maximum contract ceilings shown below.  The Maximum Contract Ceilings for each contractor are not guaranteed, and the amount to be awarded via Task Orders for the entire PAMSS program (one-year base period and four one-year options periods) will not exceed $97,000,000.   The following contract awards were made on an unrestricted basis.
