For HAARP, the magnetic conjugate point is 56.19◦ S, 173.80◦ E. in the southern Pacific Ocean south of New Zealand
The patent also proposes weather modification and earthquake creation.

- communication system destruction; and
- ways to cause earthquakes.
- replace Extremely Low Frequency (ELF) submarine communication;
- replace the over-the-horizon radar:
- make new technology to wipe out communications over an extremely large area;
- apply Earth-penetrating radar for oil, gas and minerals and secret underground constructions; and create new energy systems.
- - a huge energy source (like gas) as used by the Alaska HAARP; and
- - strategic locations on both side of the Earth. For example if you wanted a missile shields and and missile-destruction system for Israel and Syria and Iraq you would need to install device near Israel and another at the magnetic conjugate point for Israel; that's near the bottom of South Africa. The closest island for the purpose is Marion Island.
